When to Manage the Issue

It's ironic that the public identifies so strongly with quarries when communities are developing but becomes so intolerant of them once communities are established. I live in Joliet, Ill. At one time it was proudly called Stone City for all its quarries. At least five quarries are within a mile of my house, two of which are still in operation.
